Geographic and Effective Measures Services (GEMS)

is a collection of tools, resources and services to support voluntary sector groups and community members in Ontario to do program evaluation and local community based research to address local issues. From self-serve to full-serve, we have a range of supports to meet your evaluation and research needs, including:

Effective Measures:

A range of supports to design and implement your own evaluation or research, with a special focus on cross-agency projects to address complex issues.

Community Information and Mapping System:

Custom and self-serve mapping services: on-line, in print, or on your IT system

Ottawa Community Data Consortium:

Part of a national consortium providing a broad range of socio-demographic and socio- economic data with supports on using data;


Training on evaluation and community based research including toolkits, community workshops or training designed specifically for you.

The Cost

You can join for one service or many services. The cost of GEMS services is based on a sliding scale – from an in-kind contribution to several thousand dollars per year.
